ITECO is a joint venture company between Vietnam and partner JAPEX - Japan, is operating in the field of Oil and Gas, headquartered in Ho Chi Minh City. Currently, ITECO and partner JAPEX - Japan are jointly investing and developing the Northern LNG terminal project in Nam Dinh Vu industrial zone, Hai Phong city to supply LNG to the domestic market. Scale of phase 1 project is over 3000 billion VND.

Roles and Responsibilities

(a) Reports to: CEO

(b) Direct reports: Project Management Company (“PMC”)

(Other project team members)

(c) Responsibility Pre-EPC Award:

- Assist negotiation of EPC contract with selected bidders to obtain the favourable terms and conditions at an agreeable project cost and schedule.
- Assist completion of risk assessment and risk mitigation plan, including identification of suitable capital costs contingency.
- Agree post-EPC award construction team recruitment plan, such as resourcing plan, and costs with the project owner (“Company”).
- Assist agreement of PMC&CS contract.
- Clarify the roles and responsibilities for among EPC contractor, PMC&CS and the Company, and define the communication protocol among them.
- Agree internal decision-making procedure for change order and other cost related issues with the Company.
- Assist development of Project execution plan, which includes controls for the different project phases, such as engineering, procurement, construction and commissioning.

(d) Responsibilities Post-EPC award:

- Manage EPC contractor to define, plan, select and enter into contract agreements with construction / service companies and suppliers, at competitive terms and conditions under the prevailing market environment.
- Manage PMC&CS activities for EPC contract execution in terms of performance and quality assurance, HSSE compliance.
- Supervise accurate and comprehensive project progress and EPC contractor’s works with the aim of delivering project to the Company’s desired quality within agreed cost and contracted schedule in the best interests of the Company.
- Ensure and uphold the highest standards of safety and environmental performances both in design and construction in accordance to the Company’s policies and expectations. Also, ensure that the project complies with all applicable laws, regulations, codes and standards.
- Ensure timely correspondences among EPC contractor, PMC&CS and the Company within reasonable and scheduled periods to avoid schedule delays to project execution or claims for extra costs.
- Manage the change orders to EPC contract, and recommend any required drawdown of contingency.
- Regularly and timely formal report EPC contract execution status to the Company. Also, maintain open and two-way communications with all stakeholders.
- Regularly updating the project risk assessment for presentation to the Company, based on proactive identification, mitigation and management of all project risks, including technical, cost, schedule and reputational risks.
- Review and comment on EPC contractor’s plans for design and execution to ensure seamless completion of EPC contract. Also, manage EPC contract disputes and negotiation of settlement of claims made by EPC contractor or the Company.
- Maintain good interfacing between EPC contractor and other relevant stakeholders, particularly the operations team and third parties, including other contractors, utility providers, government authorities, neighbours, consultants etc.

**Yêu cầu công việc**:
Deputy Project Director Skills and Experiences
- Relevant engineering degrees for LNG/Oil&Gas production and/or regasification facilities, such as Mechanical, Civil, Electrical, Chemical, management and Project management. Professional Engineer (PE) and/or PMP equivalent certification preferred.
- Proven experience (15+ years) with design, engineering, procurement, construction, commissioning and operation of LNG/Oil&Gas production and/or regasification facilities.
- Good working understanding of whole engineering processes making up design of LNG regasification facilities.
- Good working understanding of key EPC contract terms and procedures, and experience in EPC supervision and contract management. 10+years in EPC management experience preferred.
- Focus on oversight of delivery of quality process, procedure and product in contract execution phase within cost and schedule requirements.
- Negotiation experiences and skills with EPC contractor and/or PMC&CS.
- Strong leadership skills with the ability to manage multi-disciplinary teams and team player with good communication.

Starting with a focus on factory construction, we have expanded our business scope to include investment consultation, design, and construction, thanks to our excellent team in both design and construction fields.

1. Management of construction cost.

1.1. QS company management, cost planning
- Construction cost estimate for design development of each plot.
- Organize QS report and make documents to report.
- Cash flow planning and manage (construction cost & related construction consultant fees.

1.2. Value engineering (design & construction)
- Costing design option to focus on adding functional value in design stage.
- Value engineering: identify and propose technical solutions to save costs.

2. Tender, contract work.
- Surveying & making request for proposal (RFP) to provide detailed technical and commercial proposal to evaluate and award the contract to the winning bidder.
- Propose related contracts complying with the FIDIC contract and revise contract when having change.

3. Other tasks
- Prepare periodic reports on construction budget status.
- Making reports/ presentations, etc.
- Other tasks assigned by CM director or manager.

- MS office fluently using be able to both work independently and work in a team with high responsibility required. **
