*Program Development Officer (PDO) *
in Hanoi, Vietnam. The PDO primarily focuses on pursuing, developing, and reporting on programs and grant proposals. The incumbent is also responsible for monitoring and evaluation, status and story reporting, and networking with international agencies. The PDO provides technical assistance throughout the project cycle and during the close-out process.

In the role of

you will have the opportunity to:
- Maintain your personal relationship with Jesus Christ and be an effective witness for Him.
- Work with the Country Director and Senior Program Manager, Program Managers, and their staff to develop and write future programming proposals.
- Supervise the Monitoring and Evaluation Manager in developing assessments, baseline and endline surveys, monitoring and evaluation frameworks, reporting, and close-out.
- Build capacity of the field office in general program development and reporting skills, and quantitative and qualitative monitoring and evaluation skills.
- Build and cultivate relationships on behalf of Samaritans Purse with bilateral donors, International Non-Governmental Organizations, Affiliate offices, and other agencies within Vietnam as well as across Asia.
- Represent Samaritans Purse in relevant UN cluster meetings and other donor meetings.
- In conjunction with the Finance Manager, update Program Managers and Technical Advisors regarding grant-related rules and regulations, and encourage participation in donor meetings and conferences.
- Ensure high-quality draft proposals and reports are produced in line with timetables that allow for the input/review by the Regional PDO, Technical Advisors, Finance Department, and other relevant parties.
- Serve as the point-of-contact and liaison between the country office and headquarters on communication-related matters and content, and with the Awards Management and Program Management Teams.
- Serve on the Disaster Area Response Team as needed.
- 5-10% of time traveling and in contact with Samaritans Purse beneficiaries (children, young adults, adults at risk), promoting and safeguarding their welfare within the context of Samaritans Purse operations.

Qualifications & Experience
- A bachelors degree and three (3) years of experience, both specific to the position, are required; a masters degree in International Development or a related field and five (5) years of experience are preferred; or equivalent combination of experience and education. Experience in monitoring and evaluation, successful grant writing, and working in cross-cultural contexts is required. Experience in program management and field work in relief and development is preferred.
- Technical writing skills, including developing proposals, training/instruction manuals, monitoring and evaluation, and reports.
- Ability to work cross-culturally with people from a variety of backgrounds.
- Working knowledge of the grant submission processes of major donors, such as but not limited to UN, GAC, FCDO, etc.
- Strong written and verbal English is required. Native English speaker is preferred.
- Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
- Ability to write reports, proposals, and business correspondence.
- Ability to effectively present information and respond to questions from groups of managers, donors, and the general public.
- Ability to define problems, collect data, establish facts, and draw valid conclusions.
