- Assist with coordination, planning, facilitation, and logistics of APHL-supported training, meetings, and workshops on HIS under the CDC-APHL Cooperative Agreement and maintain regular communication and technical updates to CDC Vietnam on the planning and implementation progress of all HIS activities.
- Coordinate and work with diverse groups or organizations and stakeholders, including the Ministry of Health, Ministry of Agriculture and Rural Development, laboratory & hospital leaders, international development organizations, programming vendors, APHL HQ and CDC Vietnam
- Provide technical guidance and support to the development and operation of a data warehouse system, integrating data from health information systems, including, but not limited to, immunization information systems, laboratory information systems, and supply chain management systems using industry standards methodologies such as HL7 FHIR, OpenHIE specifications, ICD10, data security and access controls.
- Manage systems design, development and implementation projects with vendors and independent programmers for electronic reporting tools, laboratory information management systems (LIMS), and data management for different public health surveillance systems and data displays (or dashboards) including compliance with requirements and specifications, tasks, timelines, deliverables and budgets.
- Provide guidance with maintaining or enhancing existing systems and provide real-time troubleshooting to technical problems/errors related to the use and operation of the data warehouse and associated data sources, monitoring tools to measure the performance of the data warehouse and continue to assess effectiveness for existing processes electronic tools/systems.
- Liaise with CDC Vietnam to oversee the development of training materials, user manuals, and conduct training for staff in health information systems under the CDC-APHL Cooperative Agreement
- Liaise with CDC Vietnam to conduct site visits to monitor, evaluate and propose recommendations/solutions for improvement.
- Provide administrative and logístical support for HIS programmatic activity implementation
- Facilitate communication with APHL vendors and contractors on HIS related activities under the CDC-APHL Cooperative Agreement
- Participate in writing publications, reports, briefings, and/or other written and/or oral communications to highlight HIS accomplishments/progress of activities
- Performing any other duties related to HIS as needed under the CDC-APHL Cooperative Agreement.

**Knowledge**
- Knowledge of health informatics, including laboratory information systems and public health informatics, systems analysis, database design
- Knowledge of programming languages including structured/object-oriented design, relational systems, scripting and query languages hardware and software requirements, and execution protocols especially MySQL and Postgres.
- Knowledge of Vietnam’s public health systems
- Knowledge of DHIS2 and use of this platform for data warehousing

**Educational Background and Experience**
